Because the required stopping distances is greater.
Because tyre grip improves when wet.

Explantion: On a wet road surface, your tyres do not grip the road surface as well as in dry conditions and your required stopping distance is increased. Because of that you should slow down during or after rain and keep a greater distance from the vehicle in front.
