When is parking permitted on a footpath?

It is never permitted to park on a footpath.
When cars are parked on both sides of the road.
When at least half of the footpath remains free for pedestrians.
When no more than half of the vehicle is on the footpath.

Explantion: It is an offence to park on a footpath. Where a vehicle is parked on a footpath, pedestrians may have to step onto the road to go around the vehicle and so place themselves in danger.
